Suspension in boarding schools

Lee mentioned spanking - Just out of interest, within Europe, the 
countries where spanking has been banned for the longest happen to have 
the lowest rates of hooliganism. - It was a surprise to me too.

Suspension isn't really designed as a punishment, but as a safety-valve 
- to remove problem and/or violent kids from a school until a solution 
can be found.
