Thanks, Brian. I was looking for a way to express the idea in only a few words. Would "preventing and managing falls is the responsibility of all staff members" work? (It would already be clear that we're talking about falls involving patients in nursing homes.) I don't want to change the author's meaning, I just want to make it instantly clear to readers who, according to the journal, want easy-to-understand articles that they can read in a hurry. ("Managing falls," the author's own phrase used elsewhere in the article, means dealing with falls that have already happened.)
