I'm in southern Minnesota, lived here most of my life. Toronto is about as far south as southern Minnesota (Mankato, to be exact). The snow usually ends in March, in April it melts, and by May the weather is usually pretty nice. Perhaps chilly in at night, but nice enough during the day.
Though here is Minnesota, April and May are tornado season. That's always a worry.
Generally though tornadoes don't do well near large lakes. If they hit a lake, they suck up tons of water, and that takes all the energy out of them. Too hard to keep all that heavy water spinning. So, you should be safe in Toronto.
Someone has a brother who is moving to St. Paul, that is in east central Minnesota. Both Minneapolis and St. Paul (the Twin Cities) are nice places to live. Wish I was back there again, but it got too expensive.
