I would call it West Texas, having lived there for 4 years.  It's also
culturally similar to Midland/Odessa.  The Texas Monthly site, however,
puts it into the Panhandle Plains area, which extends over to Wichita
Falls, Mineral Wells and as far south as just north of Midland Odessa
(which is the Big Bend area -- presumably the true "West Texas").
