I’m guessing it’s Dean Thomas. As Amanda said HBP was Rowling’s working title for book two and I know from her website that she had a longer story arc planned for him that she decided to save for a later book.

 

Oh...and Ron’s dad will be MoM after Fudge.

I'm guessing it has something to do with Godric Gryffindor.  80% of the 
population seems to believe it is Hagrid, but that only makes it seem to me like it 
wouldn't be Hagrid.  Godric was also a significant part of the plot in book 
two, which was supposed to carry the HBP title.  

And my bet is on Amelia Bones for minister of magic.  ^^
