What about using some sort of listbot, or the like to keep track of the
list of subjects? That way, if someone discovers a new subject, they
can just add it to the list. The list automatically adds the new email,
and mails it out to everyone on the list. I know some lists are free,
but off the top of my head, I couldn't give you urls.
