I thought at first it would be Fleur, since she started out with that
snobby, prima-donna attitude. Also, the character's name "according to
rumor" was supposed to be Icicle, and Fleur's appearance best matches
that name.

After reading the whole book, however, I think it's more likely Rita
Skeeter.
