Maybe he chose not to learn, for one reason or another, like Dr. Pulaski
in "Star Trek--The Next Generation". Though she could "beam" (Star Trek's
form of Apparating, but with no special training required) as well as
anyone, she had a phobia about it, and used a shuttle whenever possible.
