Titillandus is given in my Latin dictionary as tickle, no question. Draco,
however, has several meanings, including Draco the Athenian lawgiver (as
in Draconian laws), a cohort's standard and an old vine branch. While
the idea of not being able to tickle a sleeping old Athenian amuses, I
tend to go with the dragon/snake/serpent theory. The Latin word draco,
incidentally, comes from the Greek dracon, "a kind of serpent, dragon"
according to the same dictionary.
