 people assume it's Flitwick. If there's no former Ravenclaw on the staff,
 does the role default to a Ravenclaw prefect, or remain vacant?>

I've always assumed that, when a new head of house was needed, the
position just went to the most qualified (or most senior) teacher,
regardless of the teacher's own house affiliation. But then, I'm not
familiar with the British muggle school system, let alone the wizard one.
