In responce to the commetnns asking about which side Fudge is on.

If Fudge was on Voldermort's side then he would have been mopre likely
to agree when Dumbledore said this and start to take some action about
it. In doing this he could oversee what was going on and slow it down
in such a way that he helped Voldemort succeed. In ignoring it he has
prompted Dumbledore to act and do his own thing. Something that is a
lot worse than him knowing what was going on.

He to me just seems like a person who is after peace and quiet. I would
guess he was appointed to his job after Voldemort lost his powers and
does not want to think about the possibility that he may have to act to
stop him.

That's a good point and one that I hadn't thought of. When I read (and
re-read) the ending, I was kind of up in air as to whether Fudge was
possibly an "agent" of Voldemort's. Obviously we won't know for sure
until at least Book 5 or later, but that is a valid point.
