I'm guessing because balance is needed. It goes back to the common theme
of four, which is present in nature as elements, seasons, humors, and
so on, particularly to theories in the early Western World. If we were
to link up the houses according to element we'd have:

Air - Ravenclaw (both related to mind and wisdom)

Fire - Gryffindore (Courage, and also it's make sense to have Harry here,
because his b-day of July 31st [I'm surprised JKR didn't wait for this
date to premiere GOF, would make more sense.] makes him a Leo, which is
a Fire sign.

Water - Slytherin (Water signs do relate to darker or mysterious things,
particularly in case of Scorpio.)

Earth - Hufflepuff (Loyal and trustworthy, and Huffles seem to be more
grounded than the other houses.)

Just an idea.
