 This is again assuming that it Lucius. I can remember no reason to
 assume that the Death Eaters were male. It could have been

No, Voldemort addresses him by his first name when he approaches him in
the circle. "Lucius my old friend...." Narcissa however could also have
been in the circle. When Harry and Ron run into Draco in the woods they
surmise "I'll bet your parents are out there wearing the masks..." To
which he replies "If they were, I wouldn't be telling you...." One assumes
that narcissa would have been with Draco if she were not out there with
the masked ones.

By the way I find what they were doing to those muggles to be one of
the the most disturbing thing sin the book. *shudder*
