Well... just because you get rid of a house, doesn't mean that the
people that would be suited for that house are all of a sudden going to
disappear off the face of the planet. Slytherins have as much choice in
becoming evil as any of the other houses do. Think of it in Dumbledore's
position: Would you rather have these kids learning the tricks of the
trade from someone else who would manipulate these kids into being "evil"
for sure?? At least with a house there at Hogwarts the kids are given
a place to grow in magic that is not manipulative in any sort of way.

One thing that I notice that people tend to over look is that life is a
choice: you choose to be on the good side, you choose to be on the dark
side. Hogwarts offers these kids that choice, and no one can tell them
which choice to make. (think of harry and the sorting hat)

besides, not all slytherin are evil you know and I'm willing to bet that
maybe some of Voldemort's deatheaters were from other houses...
