I'm assuming you know the ruder context, Barbara!

In this context, a stupid or annoying thing/person ("you stupid
bugger!") or a mild curse - ("Bugger! I've left the spoiler space out
again"). It derives from the very JKR word "bugbear" ("that's a bit of
a bugbear of mine" - i.e. a persistent annoyance).

As bugger is also related to buggery or sodomy, "sod" is also used as
a swear word in much the same way ("You stupid sod", "Sod it!"). That
was my mother's special favourite when I was a kid :)
