I have to assume that Wormtail has no wand. I mean, he couldn't really
have one while a rat, it's not like he likely hid it anywhere because he
used it when he killed all those muggles and I assume he either blasted
it up then, or it was picked up by the Ministry, so if he's going to
do magic, then he needs someone else's wand, because he can't really
go into a Wand Shop, since everyone thinks he's dead, and in this case
since Voldemort has no body, he needs someone else to use his wand.
