Now, that is an interesting thought! It's very possible...

Have you noticed that the Dursleys will never seem to leave Harry alone
for fear he might blow something up? The only time they've left him with
anyone has been with Mrs. Figg. If he's protected when with the Dursleys,
their fear of what he might do could be a very convenient thing for
those trying to protect Harry. It means he's always with them....

It seems to me that there are a lot of people taking care of Harry--which
is only natural, I know. And I mean more than just trying to keep him
alive. He is often treated as if he is fragile (despite several events
which prove he can handle more than people think he can)-- most people
are very careful of his feelings. Of course a couple of notable exceptions
would be Malfoy and Snape.
