This are reasonable possible explanations. Unfortunately, I am afraid that
the real reason these (IMO very large) holes exist is because JKR simply
did not have the time to think the plot details through in trying to
meet the deadline for getting the book out. Of course, I could be wrong,
and I hope I am! Maybe Book 5 or 6 or 7 will make Voldys plan clearer.
