TO respond to my own question, it's very very clear that it's not
Harold. In Book 1, Chapter 1, Vernon asks Petunia what his wife's sister's
son's name is, and he says..."Harold?..." and Petunia replies "Harry",
which intimates for me that it's pretty clear that it's NOT Harold.
Just musing...
