Communist, but not part of the USSR, if that's what you meant.

I think Krum is Bulgarian and Durmstrang is in a German-speaking country
- Germany, Austria or Switzerland, but possibly an Eastern Bloc country,
Like Hungary. Karkaroff sounds more Soviet than German though...

Also, note the similarity between Durmstrang and Sturm and Drang (Storm
and Stress), the German literary movement. Implies Germany or thereabouts.
