Communist, but not part of the USSR, if that's what you meant.
I think Krum is Bulgarian and Durmstrang is in a German-speaking country
- Germany, Austria or Switzerland, but possibly an Eastern Bloc country,
Like Hungary. Karkaroff sounds more Soviet than German though...
Also, note the similarity between Durmstrang and Sturm and Drang
(Storm and Stress), the German literary movement. Implies Germany
or thereabouts.

where there is a person from Norway who explained firmly that nowhere
in Germany is far enough north for the coldness and shortness of days
described at Durmstrang. She said it could be middle Norway.
I asked: would Kaliningrad (formerly Koenigberg of Germany) or Latvia
(once inhabited by many Germans) be far enough north to suit the
description in the book?
