I would guess that prefects are selected and this selection is done by
the head of house in conjunction with the other teachers, so that an
overall opinion of the student can be formed. It would be very stupid
to turn down the responsibility of being a prefect and I would guess
the teachers would pick people they know will say yes.
Harry is a fairly able student but he suffers from a problem that a lot
of boys suffer from during their education. This is the unwillingness
to spend any time doing any work and taking the easy way out on homework
(as in making it up).
I could see that McGonagall and Dumbledore would not want Harry as a
prefect because they already know of the problems he suffers from being
famous. Having said this an example of the opposite of this is that Prince
William became a prefect at Eton (or whatever they call them there).
The rule breaking problem is an interesting one. During GoF it is
starting to look as if he is behaving. He could be made prefect to
make him behave. It can be the case that giving responsibility to
someone who has been involved in some rule breaking, makes them behave
impeccably. They do not want to lose the trust they have been shown.
Seeing that Snape thinks alot of the Malfoy family I find it highly likely
that he will make Draco a prefect and I believe that Draco is obtaining
similar grades to Harry and Ron. All three, to me, seem likely to get
good but not stunning grades (like Hermione will get).
We have not met any of the Raveclaw students in their year (as far as I
can remember). Thus, we do not have a full picture of the intelligence
of the year as a whole. Having said that, I would assume all of the
Ravenclaw students to be of above average intelligence.
However, as many people know, grades are not always a fair reflection
of a students ability. Harry is going to be a great wizard but, as has
been shown before, he will not come top of the year.
The activity he shows in Hagrid's lesson is in a way forced on him. He
knows that most of the rest are scared of the 'creatures' that they have
to study and that he wants the lessons to be a success. This forces him
to do a large amount of the work to give Hagrid the confidence.
