He's one of at least four that I've seen - all of them with a vaguely
Manchester/Lancashire accent. I thought to myself 'there's a bizarre
theme here - what's going on?'.

I read somewhere that "Trainspotting" needed subtitles in the US, not only
because of the Glaswegian accents but because of some of the words used.

I can imagine that WB would want to avoid anything so extreme for a
film aimed at children, but I think The Weasley's would be great as
Liverpudlians (from Liverpool), and the Dursleys as Brummies (from
Birmingham).
