Just the same as you can't be an Animagus unless you register with
the government?

Which gives me another opportunity to ask, what is the big deal about
being an Animagus? What makes it so different from Transfiguring into
an animal, like

turning Draco into a ferret? Or Krum turning himself into a shark
(but badly)?

Could one at least strongly influence the animal that one would become
as an Animagus by Transfiguring into that animal every day?
