If I remember well, he says so himself when he talks to Harry for the
very first time in the Hut-on-the-rocks.

Students seem to always carry their wand around with them, must be a
part of the "uniform".

Had to be the old Headmaster who threw him out, but maybe after counseling
with Dumbledore. None of them, however, could have known he was innocent
( even if Dumbledore suspected it ) since he *was* found with a monster
and the attacks *did* stop after he was expelled.
