Underage magic

Another of those very late at night thought coming up!

How would the ministry know who was responsible for breaking this rule
if one of the Weasley's were to magic at The Burrow? At that house there
are (by the time of GoF) 3 people who can do magic and 4 who cannot
(I am ignoring Bill and Charlie as they were only visiting).

Similarly in any other family of wizards and witches how would the
ministry know whether someone had broken the law on underage magic or if
it was the parents (who are allowed to do magic) that did the spell. How
many parents would say that it was the kids breaking the law and not
just say it was them doing the magic?
