Someone asked JKR about this in one of her interviews. She said that
Flint had to repeat a year. My guess is that she just forgot. Also, at
just about any school I've seen, if you have to repeat a year you are
not allowed to do extracurricular activities in the makeup year. But
her universe, her choice.
