No, it's Harry's *mother* that is from a Muggle family. However, this
is an assumption based on the fact that Petunia Dursley, a Muggle,
is Lily Potter's sister. I don't think that Petunia was a Squib in a
wizarding family, because if that was the case she would most likely be
familiar with Quidditch, owl post, etc. and noticed the owls on the day
Harry was brought to them, or realized that the Weasleys would travel
via Floo Powder in GoF. (Unless she's repressing the memories...) :)

We haven't heard anything about James' family yet, to the best of my
knowledge, but I think he most likely came from a wizarding family.
