I didn't notice that - apart from references to the garden and being
forbidden to talk to the neighbours.

I agree that the extent of Dumbledore's protection isn't made very
clear. Could it be that Harry is protected whilst he is in the care of
relatives in the abstract sense, i.e. not physically in the presence of
the Dursleys or physically in Privet Drive, but under the care of the
Dursleys on paper? We don't know exactly what Dumbledore wrote in his
letter to the Dursleys; perhaps they signed something which included
such a spell.

I also wonder why the MoM wasn't more alert to the underage magic going
on at Harry's school and in other places (the zoo). When he turned
his teacher's wig blue and spirited himself onto the roof, for example,
shouldn't they have investigated? Surely that type of magic in a child who
doesn't even know he is a wizard (especially one they know is extremely
powerful) would be a dead giveaway to the muggles!
