I am convinced that there are wizarding primary schools. They are small
local day schools and teach the 3 Rs rather than teaching magic, but
the teachers are all witches and wizards and the students all come from
wizarding families, and a character in my hopelessly deadlocked fic is
headmistress of one.

I am imagine that some parents who have some degree of familiarity with
the Muggle world and either think it would be advantageous for their
children to learn about Muggles, or who can't afford the tuition at a
wizarding primary school, might send their children to a Muggle primary
school after extensive home instruction in acting like your parents are
just New Age nuts not real wizards.
