I rather think there simply aren't enough wizards and witches capable
of that sort of magic. We've seen several examples of wizards who have
been disfigured or ill (Moody comes to mind) and they weren't restored to
full health -- perhaps they were too far away from a healer when their
injuries occurred. You don't see any of the other teachers attempting
healing magic, except Lockhart who never let lack of ability stop him
from trying anything).

As for the other ills of the world (famine, poverty, wars, cruelty...) -
even God doesn't stop those in the real world (if you are a believer in
that sort of deity). It's the age-old unanswerable question of WHY IS
THERE SUFFERING? People spent lifetimes trying to come up with a sane
answer to that one. I don't see the wizarding community as a group of
almighty infallible beings who could solve all problems with a wave
of the wand. Sure, they have a few extra abilities when it comes to
manipulation of matter in the universe, but not enough to transform the
Earth into Utopia.
