just about any school I've seen, if you have to repeat a year you are
not allowed to do extracurricular activities in the makeup year. But
her universe, her choice."

At the end of CoS, when Flint is meant to be taking his NEWT's, Harry's
exams are cancelled. This may be extended to mean that all exams were
cancelled. If so then Marcus could have come back the next year to take
them. Thus his retaking of the year may not have been his fault. Hence
allowing him to play Quidditch.

As to losing the rights to do extra-circular activities if
retaking... This is down to the school or maybe the House Head. I
could not see Snape banning one of his best players from playing. Also
Dumbledore is into giving people second chances.
