Maybe he just has some sort of nondescript 'uncultured' accent?

He seems very much part of the Magic world and is not that familiar
with the ways of the Muggle world. Is there any reason to assume that
pure-blood wizards and witches assume the same dialects as Muggles? Is
he pure-blood?

I hear him as vaguely Cockney, but Hagrid *sounds* like a good name for
a wild-looking Highland warrior, so he could be a Scot.
