Absolutely! You're right. I certainly wouldn't regard Harry as a
downmarket name, as Petunia implies. It's a very 'middle-class, boarding
school and ski slope' sort of name.
As a name, Dudley is really not that well known (Dudley Moore is its
main promoter). The interesting thing about it is that it could associate
with the place Dudley, in Birmingham.
In Britain, a Birmingham [Brum] accent is regarded as being one of
the least attractive and I'd wager it's impossible to sound posh if
you're from that area of the country. If the Dursleys were blessed with
Birmingham accents, that would work very well against their pomposity,
IMHO.
