Possibilities are:
1) That it is just not mentioned that he picked the clothes up.
2) That the Ministry of Magic squad that came to sort out the mess also
picked up any things they thought he would need and had not already
taken with him.
3) The Dursleys are kinder than we thought and posted the clothes on
for him.
4) He has grown again, he needed new robes, and so also went and got
some new clothes that fitted better.

That is all I can think of for now.

Another question:
JKR hs said that the main characters will fall for the wrong people. So
this suggests they may not actually get dates with them. This could
mean that they spend part of the books chasing after people they have
developed chrushes on.

So how about Ron and Madam Rosmerta from The Three Broomsticks? He
blushes when going to get drinks for Harry, Hermione and himself just
before they learn about Sirius.
