If you think about it, don't children of
 Muggle parentage need permission to go to hogwarts from their parents
 and guardians?

I just joined and am coming into this discussion late. You make a good
point there. To expand on that, don't the parents/guardians have to
account for where the children attend school? If a friend or relative
is simply asking after the child (small talk) the parents can simply
name a "worldly" school (as the Dursleys did with Aunt Marge). But what
if needs to know for more serious reasons, and actually checks with the
school? Just another "pesky detail".

PS: Of course, someone let it slip to a muggle by the name of Jo Rowling,
so now the whole muggle world knows about Hogwarts! <g>
