If Gryffindor hadn't won for seven years in book 1, then Charlie left
school 8 years ago. Percy is a seventh year in book 3 which means he
is a 5th year in book 1 and shouldn't have been in school when Charlie
was there. I say shouldn't have because there is the example of Marcus
Flint who was in his sixth year in book 1 and still around in book 3.
As for where the reference is to Gryffindor not having won for seven
years, it's somewhere in book1. I think when Professor McGonagall first
introduces Harry to Oliver Wood but I'm not sure. I'll check when I get
home tonight; I'm at work right now.
