Hi:
I think that first years were forbidden both from having their own brooms
and from playing on their House Quidditch teams. There was definitely
a rule against owning their own broomsticks -- it explicitly said that
in their course materials list. And, Malfoy was trying to get Harry
into trouble with that one when he recognized that Harry had received
a broomstick.
As for Quidditch teams -- when McGonagall introduced Harry to Wood and
told him she'd found him a Seeker, didn't she also tell them that she
would talk to Dumbledore about bending the rule against 1st years playing
Quidditch? Yes, I just checked -- pg 152. She actually refers to it as
the "first-years rule" but I think it's implied that it has more to do
with first years not being allowed to play (rather than the ban on their
own broomsticks).
