I think you are probably right, I know that Draco Malfoy mentions that
"I don't see why first years can't have their own [broom]" (Diagon
Alley chapter)
I guess they just don't want the kids to hurt themselves since they
haven't had teaching on it (from an expert like Madam Hooch).
And when Malfoy does mention at the start of the Midnight Duel Chapter
that "it's a shame about first years never getting on the house Quidditch
teams"
I think both just seem to go hand in hand then. I guess like you said,
its more because they're not allowed to possess their own broom yet that
makes it very difficult to get on the team. =)
