I always assumed from these guys that family influence must go a long
way. Like Malfoy, they might come from old wizarding families. Unlike
Malfoy they are not very bright or interesting.

It seems there is always *someone* who flunks all their O levels (or OWLs,
as the case may be). And there are always going to be people who's egos
are simply very weak and who cling to otehrs for a sense of identity. Look
at Pettigrew!
