Which brings up another question...how many prefects are there? I don't
know if there's only one per house, because in CoS (I think) Mrs. Weasley
says to Fred and George, "I notice that you two weren't made prefects
this year," implying that there can be more than one. Maybe there are
more prefects, but we just hear about Percy. :)

Also, McGonagall does have magic to help her out. I'm sure all it takes
for those letters is a wave of a wand and *poof*! They're done. Or maybe
the other professors write the letters and McGonagall merely signs her
name to them.
