I'm not sure the hats are required all the time. If they were, I don't think
Harry's scar would be as visible as it seems t be - JKR even says that in
the corridors on Sept. 2, Book 1, people were asking each other if they'd
seen his scar- if he was wearing a hat, it wouldn't've been easy to do.
