I imagine that there is a charm for speaking in a language, similar to Ludo 
Bagman's "Sonorus" for voice amplification, that enables a witch or wizard to 
converse. Perhaps some folks can tolerate many charms or spells (such as very 
stiff Barty Crouch, sr packed with hundreds). I imagine that a speaker would 
retain the (can't think of the word- nuances?) accent of their native land, 
or  the more skilled they are, the less accent.
