I don't have an answer to why they move, but it does say that in Harry's
book of pictures of his family they wave at him, right?  So I would guess
they still move after death.  

It's a great question though because it seems to me that the pictures
respond the way the person feels.  Lockhart is always vain, Harry's is
trying to hide and get out of view. Hmm.
