Amy - as others have said, we had some big debates about the number of
students at Hogwarts prior to JKR's statement about 1000 students in
October.  I'll have all those debates included in the Hogwarts FAQ
(eventually!).  When she gave this interview, most all of us were left
stunned, saying "Huh?  Come again?  *1000* students!  That makes *no*
sense with the internal evidence of the books."

Like you, I'm inclined to think that she gave an off-the-cuff response
that hadn't been thought out.  Sigh.
