As IIRC Neil already mentioned, the fans decided that Flint had 
failed too many classes and had to repeat one year BEFORE JKR said on 
in an on-line chat. Muggle schools don't let people with students 
with sufficiently bad grades have extra-curricular activities (unless 
they are REALLY GOOD athletes, important for the team to win), but I 
expect that Dumbledore believes that a student should be allowed to 
do the one thing he's good at.
