Peeves' function in the story

Why doesn't Dumbledore get rid of him?  Madame Maxime (or perhaps it 
was Fleur) indicated that he wouldn't have been allowed at 
Beauxbatons, so it must be possible to banish him if D had wanted to 
do so. 

JKR has built some complexity into this character -- It might be an 
interesting exercise to go through all the "Peeves" scenes in the 
books and analyze.
