Dumbledore's Protections

In more than one of the books, it discusses Dumbledore's protection
of Harry and of Hogwarts.

In the Goblet of Fire, Voldemort states that he could not touch
Harry while Harry was under Dumbledore's protections.

It is stated that while Voldemort was in power, Hogwarts was
one of the few safe places.

However, is clear that Dumbledore cannot protect Harry when he
is not at Hogwarts.

Does anyone have ideas about how this works? Are Dumbledore's
protective abilities tied up with the magic of Hogwarts (similar to 
Charles  DeLint's Moonheart?)
