I think not. If you'll re-read Chapter 19 of PoA, you'll see that Sirius
says that he "persuaded Lily and James to change to Peter at the last
moment, persuaded them to use him as Secret-Keeper instead of [Sirius]."

the actors, not merely passive bystanders. And certainly Harry isn't aware
that he has performed any spell to make any of the Dursleys his
Secret-Keepers.
No, I think the "ancient magic" protection the Dursleys give Harry that
Dumbledore is speaking of is something different than the Fidelius spell.
