We don't know whether plea bargaining for information is against 
wizarding law. It is believed not to be against US law.

I always wonder WHY is Jr (and the Lestranges) so *loyal* to V? 
Loyalty is supposed to be a virtue that the Death Eaters abandoned 
when they betrayed their friends and relatives to the Dark Side.

Hermione keeps telling us "you can't Apparate at Hogwarts". 
Presumably this is such a well-known fact that V knows it and 
doesn't expect Jr, Snape, or Karakoff to appear in his circle, 
whether loyal or not. Then he makes his little speech about the 
missing three: one too cowardly to join us, he will be punished; one 
has left us forever, he will be killed; and one is serving me 
loyally at Hogwarts.
